Media audit could pave the way

The Government is working with the Newspaper Society and the Society of Editors to help make sure new legislation does not have an impact on press freedom.

Newspaper Society director David Newell agreed a framework with the then Home Secretary Jack Straw for a proposed ‘media audit’ and the issue has been taken up by Culture, Media & Sport Secretary Tessa Jowell.

There have been several past examples of legislation that have affected journalism, on which the Newspaper Society has made representations. And a large range of Government departments responsible for that legislation.

Steps that might prevent media reporting difficulties could include:

  • Preliminary consultations, prior to policy proposals, to be extended to media organisations as soon as press issues are contemplated;
  • Policy proposals with implications for media reporting to be clearly explained in consultation papers;
  • Media bodies such as the Newspaper Society and Society of Editors to be consulted at an early stage, and media concerns discussed at an early stage;
  • Departmental guidance on new legislation or operational practice specifically to cover measures taken to prevent unnecessary restrictions on freedom of expression.
