Legal advice is being sought after posters purporting to be a front page of the Derby Evening Telegraph were put up around the city.
The fliers carried the paper's masthead above a headline "Wastefield", coupled with a picture of the city's new £340m Westfield shopping complex.
They include an article attacking consumerism and materialism and were pasted up on empty shops which have relocated to the new complex.
But they were nothing to do with the Evening Telegraph and are being taken down by the council.
Evening Telegraph editor Steve Hall said: "These posters are absolutely nothing to do with the Evening Telegraph.
"They are an outrageous use of our good name and reputation by an organisation that clearly has no credibility of its own, which is seeking to abuse the trust that Derby people have in their newspaper.
"The Telegraph is doing its best to help drive the economic development of the city for the benefit of all of its readers.
"It's a shame that the people behind these posters don't have the courage to pursue their agenda as openly and honestly.
"We will, of course, be talking to our lawyers."
The posters refer people to a website run by a group called Media Lens, which is an anti-capitalist organisation.
