The National Union of Journalists is calling for a national pay deal in local newspapers.
It has lodged joint national pay claims with two of the biggest regional newspaper groups, Trinity Mirror and Newsquest.
The NUJ is asking for a minimum across-the-board rise of five per cent or £1,300 per annum – whichever is the greater.
General secretary Jeremy Dear has written to the chief executives of both companies calling for a meeting to address low pay.
Union reps from across the two companies have teamed up for this unprecedented move for a pay deal that would cover all titles within the groups. Both have been subject to strikes and industrial action over pay recently.
In the past, claims have been referred to local newspaper managers because of local market variations, but the NUJ insists there are important issues that cover all journalists working for the two groups.
NUJ General Secretary Jeremy Dear said: "In the past these companies have taken a divide and rule approach when in fact the low pay of journalists is a national problem that affects thousands of our members across the regional press.
"It is widely acknowledged that pay on regional papers is appalling. Now we have an opportunity to work together to help build a highly motivated, well-rewarded editorial team. Trinity Mirror and Newsquest must seize it."
A spokesman for Trinity Mirror said: "Negotiations over pay are conducted on a centre-by-centre basis between local union representatives and local management.
"There is no intention to change the current bargaining arrangements."
