Readers of the Gazette and Herald are being urged to 'stand up for Wiltshire'.
The newspaper believes the county has an image problem - and may receive less money Government for public services as a result.
In a passion-filled editorial, the paper said: "For some reason, Wiltshire is perceived as a rich county full of contented, well off citizens.
"The truth is starkly different. There is a real need for extra money, not for luxuries - but to deliver the basic needs of each service."
The Herald and Gazette is now printing forms for readers to complete, which will then be forwarded to 10 Downing Street to make the community's feelings known.
The Gazette and Herald said: "It is up to all of us to make a stand and demand a fair share for Wiltshire.
"There is no point expecting someone to fight our corner. This time it is up to us."
