Winner: Sam Moore, freelance, Cornwall
Highly Commended: Glenn Phillips, Wiltshire Times and Steve Pope, Herald Express, Torquay

The 1999 BT West of England News Photographer of the Year title went to Newquay-based freelance Sam Moore, pictured above, who previously won this category in 1997.
All five of his submitted pictures were roundly applauded by the judges and one - a shot of last summer's cloudy total solar eclipse - "was as good as anything taken by the national photographers. His emotion-packed picture of Jill Dando's funeral was also quite exceptional."

The runners-up were: Glenn Phillips of the Wiltshire Times, who was praised for his lightness of touch, and Steve Pope of the Herald Express, Torquay, who judges said had two of the best pictures in the category.
